AI-powered Care Act 2014 front-door platform
A better front door to Adult Social Care
EquiCare supports the stage between a person's first request and a full Care Act assessment: intake, triage and signposting. It works alongside your existing case management system.
AI does the gathering and organising. A qualified practitioner makes every decision.

The front-door challenge
The stage before assessment still carries a heavy administrative load
Requests arrive by web form, phone, email and referral, in different formats and sometimes in different languages. Before anyone can decide the right next step, someone has to read, re-type and sort them.
Forms triaged by hand
Online forms are often read and sorted manually, one by one.
Calls noted, then re-keyed
Phone conversations are written down and typed again into case records.
Risks spotted late
Safeguarding concerns can sit in a queue until someone reads the request.
Inconsistent advice
People who don't go on to assessment may get little consistent information or signposting.
What EquiCare does
One record from first contact to the right next step
Every channel feeds the same structured record, in English, ready for a practitioner to review.
-
Intake
Live
An online form with an AI assistant, where people can type or speak, available 24/7. A staffed phone line, with calls transcribed live. An AI phone assistant for out-of-hours, busy times and calls in other languages, with the caller's consent, on your existing number through call forwarding or on a new 0800 number. EquiCare supports 10 languages, online and by phone (see the list of languages), and every channel feeds one record in English.
-
Triage support
Live
EquiCare reviews each request against the Care Act 2014 needs and outcomes framework and suggests a next step. It flags possible safeguarding concerns and urgency, and shows its reasons, so a practitioner can check them quickly.
-
Signposting
Live
When a practitioner decides a request should not progress to assessment, EquiCare suggests up to five relevant local community organisations. Only after the practitioner has made the decision is the person told the outcome, by SMS and email. People can also log in to see the status of their request.
-
Note-taking (optional)
Live
EquiCare Notes, a secure app for iPhone and Android phones and tablets, turns assessment conversations into a transcript, a summary and a draft report in your council's own template, with the person's consent recorded first. The practitioner reviews and edits every draft.
Responsible AI
AI supports practitioners. Practitioners make the decisions.
EquiCare can
Live
- transcribe and translate what people tell you
- organise information around Care Act outcomes
- suggest a triage outcome and show its reasons
- flag possible safeguarding concerns and urgency
- draft records and notes for review
Practitioners decide
- whether someone appears to have needs that call for an assessment
- Care Act eligibility, after assessment
- every safeguarding decision and escalation
- what the person is told, and what happens next
- what goes into the formal record
EquiCare does not make Care Act eligibility or safeguarding decisions.

How EquiCare was developed
Shaped through co-design, supported by public research funding
EquiCare has been shaped through co-design. Leeds Involving People supported EquiCare's co-design programme by helping us engage and mobilise people with lived experience of adult social care, including service users and carers. Over several weeks, participants took part in structured workshops, sharing their experiences, priorities and feedback to help shape the design of EquiCare around the needs of the people who use and support adult social care services.
Practitioners also took part in co-design, as individuals rather than through their employers.
Development has been supported by grant funding from the National Institute for Health and Care Research (NIHR) i4i FAST programme and from the West Yorkshire Mayor's Big Ideas Challenge 2025, a competitive programme tackling health inequalities, in which EquiCare was one of 19 finalists.
Funding and selection do not imply endorsement by the NIHR, the Mayor of West Yorkshire, the West Yorkshire Combined Authority or any related party.
Become our first pilot council
EquiCare has been shaped through co-design but has not yet been piloted by a council. We're looking for an Adult Social Care team to shape the first pilot with us, with evaluation measures agreed at the start.

Questions councils ask us
What is EquiCare?
EquiCare is an AI-powered Care Act 2014 front-door platform for Adult Social Care in England, developed by JGME Consulting UK Ltd in Leeds. It supports intake, triage and signposting between a person's first request and a full needs assessment, and works alongside the council's case management system.
Does EquiCare decide whether someone is eligible for care and support?
No. EquiCare suggests a triage outcome and shows its reasons. A qualified practitioner decides whether a needs assessment is required, and eligibility is decided by the council after assessment.
How does EquiCare handle safeguarding?
EquiCare flags information that may indicate a safeguarding concern or urgency, with its reasons, so a practitioner sees it sooner. A flag is not a decision: safeguarding decisions and escalation stay with the council's practitioners and procedures.
Is the AI voice line an emergency service?
No. Anyone in immediate danger should call 999. The voice line tells callers in immediate danger to ring 999. If a caller mentions risk such as self-harm, neglect or immediate danger, the request is flagged as high priority and logged for safeguarding audit. Out-of-hours requests, including flagged ones, are reviewed by a practitioner when the team is next working, usually the next morning. Callers out of hours are told when their request will be reviewed. A practitioner confirms the details of every voice-line request before it reaches triage.
Does EquiCare replace our case management system?
No. EquiCare includes basic case management so front-door teams can track and manage requests, but it is designed to work alongside your existing case management system, not replace it. Direct integration with Liquidlogic and Mosaic is on our roadmap. Today, authorised council users can export completed assessments, case records and case notes as PDF or CSV files for upload into your case management system. Direct integration is not required to run a pilot.
Where is data held, and is it used to train AI?
Data is held in Microsoft Azure UK South, with backups replicated to UK West, so all data stays in the UK. AI features run on Microsoft Azure OpenAI and Azure AI Foundry. Council data is not shared with OpenAI and is not used to train models.
Can councils buy EquiCare through G-Cloud?
Yes. EquiCare is listed on G-Cloud 15 (RM1557.15), Lot 2b, Software as a Service, as EquiCare Triage, supplied by JGME Consulting UK Ltd, service ID 825715596243314.
Has EquiCare been piloted by a council?
Not yet. No pilot agreement has been signed yet. EquiCare has been shaped through co-design, and we are working to agree our first council pilot. We do not publish efficiency figures until they come from an evaluated deployment.
